Elsie Marshall Phelps was born in Woodbury, CT in 1784. She was the daughter of the Rev. John R. Marshall, who was founder and first rector of St. John's Church of Woodbury, Ct. She married Charles Bartlett Phelps in 1809. They had six children prior to her death in 1825.
